The Julio Herrera Velutini Resolution, Explained

What changed

The U.S. Department of Justice and Julio Herrera-Velutini reached a resolution allowing him to plead guilty to a single misdemeanor count under 52 U.S.C. § 30121, which covers campaign-related contributions by foreign nationals.
As part of this agreement, all seven felony charges—including conspiracy, federal program bribery, and honest-services wire fraud—will be formally dismissed.

What Did Mr. Herrera Admit?

According to the plea document, between March and April 2020, Mr. Herrera acknowledged that he made or implied a promise of campaign support valued between $2,000 and $25,000 to a Puerto Rico primary campaign for then-Governor Wanda Vázquez Garced.
Because Mr. Herrera is a foreign national, this constitutes a technical violation of election law. His defense team clarified that no money or anything of value was ever transferred in connection with this promise. (Statement via Alex Spiro)

Were Any Funds Actually Delivered?

No. Both the defense and PR Newswire confirm that no funds or material support were ever exchanged. The final resolution does not include any finding of corruption or fraud, and the charge remains limited to a regulatory misdemeanor.

When Did the Court Learn About the Agreement?

On June 16, 2025, both parties filed a joint informative motion (ECF No. 877) notifying the court that a plea agreement had been reached and requesting a hearing to enter the plea. The agreement was formally finalized on August 27, 2025, marking the official resolution date.

How Did Attorney Alex Spiro Describe the Outcome?

In a public statement, Alex Spiro said that “the dismissal of all felony charges and the narrow scope of the plea demonstrate the government’s acknowledgment that the facts did not support the original allegations.”
He called the resolution “a welcome conclusion after three years of proceedings,” emphasizing that the result clears the way for final closure of the case.

What Happens Next?

With all felony counts dismissed and only one misdemeanor remaining, the court will next accept the plea and impose sentencing consistent with the applicable misdemeanor statute—a maximum of up to one year.
