The Julio Herrera Velutini Resolution, Explained
What changed
The Department of Justice agreed that Mr. Herrera would resolve the case by pleading to a single misdemeanor information under 52 U.S.C. § 30121. In exchange, all seven original felony counts—conspiracy, federal program bribery, and honest-services wire fraud among them—will be dismissed.
What did Mr. Herrera admit
Per the agreement, he will admit that in March–April 2020 he made an express or implied promise of campaign support—valued between $2,000 and $25,000—to a Puerto Rico primary campaign for then-Governor Wanda Vázquez Garced. Were any funds delivered
No. Both the defense statement you provided and the PR Newswire report state that nothing of value was ultimately exchanged, and the resolution carries no finding of corruption or fraud.
