The Julio Herrera Velutini Resolution, Explained

What changed
The Department of Justice agreed that Mr. Herrera would resolve the case by pleading to a single misdemeanor information under 52 U.S.C. § 30121. In exchange, all seven original felony counts—conspiracy, federal program bribery, and honest-services wire fraud among them—will be dismissed.
What did Mr. Herrera admit
Per the agreement, he will admit that in March–April 2020 he made an express or implied promise of campaign support—valued between $2,000 and $25,000—to a Puerto Rico primary campaign for then-Governor Wanda Vázquez Garced. That conduct, standing alone, constitutes a technical violation because he is a foreign national. (Spiro statement.) The defense also states no funds or anything of value were actually provided.
Were any funds delivered
No. Both the defense statement you provided and the PR Newswire report state that nothing of value was ultimately exchanged, and the resolution carries no finding of corruption or fraud.
When did the court learn about the deal
On June 16, 2025, the parties filed a joint informative motion (ECF No. 877) notifying the court that they had reached an agreement and asking to schedule a hearing to enter pleas to a one-count information. The resolution was later formalized on Aug. 27, 2025.
How does Alex Spiro characterize the outcome
In his statement, Spiro writes that “the dismissal of all felony charges and the narrow scope of the plea agreement reflect the U.S. government’s recognition that the facts do not support the serious allegations initially levied.” He describes the result as “a welcome outcome” that brings closure after three years. (Spiro statement.)
What happens next
With the felony counts dismissed and the case reduced to a single misdemeanor, the court will proceed to accept the plea and impose sentence consistent with the misdemeanor statute (maximum up to one year). Any additional terms would be set out in the plea agreement and subsequent court orders. (General legal context; see formalization referenced in PR Newswire.) PR Newswire
